Twenty-two years ago, the UN Security Council took an immense step forward by adopting the landmark Resolution 1325, which acknowledges the disproportionate and particular impacts of armed conflict on women and girls and the essential need to ensure the full, equal, and meaningful participation of women in peacebuilding and peace processes.
Yet today, we are seeing appalling patterns of evidence of women and girls being sexually assaulted and rape being used as a tool of war. In Ukraine, invading Russian soldiers have been accused of raping women. In the war in northern Ethiopia, UN investigators found widespread acts of rape and sexual violence by both government and government-affiliated forces, and by Tigrayan forces. Following the Taliban’s takeover of Afghanistan, the group has enacted severely repressive edicts barring women and girls from participation in public life, and from attending school, which will only further immerse the country in poverty and turmoil. And in Iran, we are all watching in horror as the security forces brutally suppress peaceful protests against draconian laws that limit the freedom of women
The United States applauds the extraordinary women around the world who are courageously standing against injustice and advocating for peace and security. To support them, we must hold State and non-State actors accountable. We must implement policies that seek to create and sustain a safe space for women peacebuilders, civic and political leaders, journalists, and human rights defenders. We must work together to prevent all acts of violence against them – including the growing misuse and exploitation of technology-facilitated, gender-based violence and the rising spread of gendered disinformation.
For our part, the United States was the first country to codify our commitment to advancing Resolution 1325 through the passage of the Women, Peace, and Security Act of 2017.
It is high time that we all fully embrace the Women, Peace, and Security Agenda – not just with our words, but with our actions. The United States stands ready to work with the international community towards ensuring the full, equal, and meaningful participation of women – in all their diversity – in peace and security decision-making.
We urge all countries around the world to take the necessary step of codifying UN Security Council Resolution 1325 into their national laws. Let’s do this critical work together.
